Rhulic are the dwarves of the Iron Kingdoms, plus their Ogrun allies (Ogre), that live in the nation of Rhul. They have a standing army to protect their lands, but avoid real warfare with other nations. As such, the Rhulic models you can use in-game are mostly Mercenary models.
These mercenaries can be fielded in a few different army builds, but if you want a "pure dwarf" force you'll want to use the Hammer Strike theme force.
