The definition of "Gas" does not appear in the core rulebook. Instead there are a few abilities in the game which describe themselves as "this is a gas effect" (full list below) and a couple of anti-gas abilities (Breather and Alchemical Mask).
Gas, by itself, is not a cloud effect - but it is often tied to a cloud effect.
Most gas effects are in Crucible Guard.
